This manual states the doctrine, policy and guidelines for the conduct of land equipment maintenance functions in static operations.

It expands on Land Maintenance System, which describes the basic principles, doctrine, and policies governing the organization, personnel and equipment that form the Land Maintenance System (LMS).

In this publication, Base Maintenance Land Section is also referred to as: base maintenance static EME workshop, static workshop and/or workshop.

This manual is intended to state the policy and outline the procedures to be used in the organization, management and operation of static EME workshops;  provide guidance for officers, warrant officers, and senior and junior NCOs in the operation of static EME workshops; describe static workshop organizations and their relationships with other elements of the LMS; and
describe the interface and detail the division of responsibilities between static EME workshops and functional organizations external to the system.

This manual applies to all static EME workshops.
