			<content:encoded><![CDATA[<p><span style="color: #003300;"><strong>This indispensable book includes three of Che Guevara's most influential essays describing his tactical philosophy of fighting a guerrilla war in Latin America.</strong></span></p>
<p><em>Guerrilla Warfare is a book by Marxist revolutionary Che Guevara that was written right after the Cuban Revolution and published in 1961.</em></p>
<p><span class="tx">Guevara intended it to be a manual on guerrilla warfare,  elaborating the foco theory (foquismo) for other revolutionary movements in  Latin America, Africa and Asia, but the book was also studied by  counter-revolutionary military schools. </span></p>
<p><span class="tx">While many draw parallels with Mao's "On  Guerrilla Warfare Guevara", he claimed he had not read the book, the book draws on  the lessons of fighting during the Cuban Revolutionary War which in turn were  informed by two books from the Spanish Civil War, Nuevas guerras and Medicina  contra invasión, stressing the need for an underpinning <span style="text-decoration: underline;">political motivation</span> to  guerrilla methods, organization and supply. </span></p>
<p><span class="tx">However, Guevara emphasizes that  guerrilla warfare is a favorable method only <span style="text-decoration: underline;">against totalitarian regimes</span>, (such  as the revolutionary war against the Batista dictatorship in Cuba), where  political opposition and legal civil struggle is impossible to conduct.</span></p>
<p><span style="color: #800000;"><strong>Guevara dedicated the book to his recently deceased  comrade Camilo Cienfuegos, "who should have read and corrected it, but whose  fate prevented him from carrying out the task".</strong></span></p>

<p>This manual is part of the TC 31–93 series that describes a contemporary Threat Force, that exists for the purpose of training U.S. Special Operations Forces for <strong>potential combat operations</strong>. This manual also describes paramilitary forces that, unlike a State’s internal security forces, are not part of a government structure. These include insurgents, terrorists, large–scale drug and criminal organizations, and private security organizations. They may operate independently or become affiliated with the State’s military or paramilitary forces.</p>
<p>This manual also deals with other, nonmilitary entities that are not part of a government and fall under the category of non-combatants. These non-government, non-military elements may include multinational corporations, <span style="text-decoration: underline;">international humanitarian relief organizations</span>, media, small drug and criminal elements, and other civilians on the battlefield.</p>
<p>When a major extra-regional power, such as the United States, becomes involved in a region, it may have to deal with any or all of these types of <strong>paramilitary and non-military elements</strong>. It might encounter these elements individually or, more likely, in combination with other such elements or with the military forces of a regional power. Whether these elements operate in concert or independently, they are an important part of the contemporary operational environment (COE).</p>

<p>The Art of War is one of the <strong>oldest books on military strategy</strong> in the world. It is the first and one of the most successful works on strategy and has had a huge influence on Eastern and Western military thinking, business tactics, and beyond.</p>
<p>Sun Tzu was the first to recognize the U and that position is affected both by objective conditions in the physical environment and the subjective opinions of competitive actors in that environment. He taught that strategy was not planning in the sense of working through a to–do list, but rather that it requires <span style="text-decoration: underline;">quick and appropriate responses</span> to changing conditions. Planning works in a controlled environment, but in a competitive environment, competing plans collide, creating unexpected situations.</p>
<p>The planning of Operation Desert Storm. Leaders as diverse as Mao Zedong, General Vo Nguyen Giap, and General Douglas MacArthur have claimed to have <span style="text-decoration: underline;">drawn inspiration</span> from the work.</p>

<p>This publication follows closely the thrust, direction and sequence of the outline given in ADP Operations, enlarging and developing the points made for application at the strategic and <strong>operational levels of conflict</strong>.</p>
<p>The first portion describes what insurgencies are, the historical development of revolutions and insurgencies into the twentieth century and some of their associated characteristics. It then analyses the conduct of an insurgency; how it functions and operates, and the sort of tactics that may be used to prosecute the <span style="text-decoration: underline;">aims of an insurgency</span>. It concludes with an outline of the position of insurgency in society today.</p>
<p>The second portion deals with the issues of countering insurgency at the strategic and operational level. The first five chapters cover aspects of the law, the principles of counter insurgency, a concept of operations and the coordination of a plan of action by a government at the strategic level. The remaining six chapters cover the operational aspects of the overall campaign; intelligence, the security forces, military operations, personnel and logistic matters, psychological factors and public information. It concludes with a section on <span style="text-decoration: underline;">civil affairs</span>.</p>
<p>In the past many terms have been used to describe those opposing the established authorities, terms such as guerrilla, revolutionary, terrorist, dissident, rebel, partisan, native and enemy all spring to mind. In order to keep consistency throughout this publication the term insurgent has been used to describe those taking part in any activity designed to undermine or to <span style="text-decoration: underline;">overthrow</span> the established authorities.</p>
